Michael noted that following the last underground nuclear test in February, it was only then that Kim Jong Un mentioned the possibility of a preemptive nuclear strike on America. This may mean that North Korea has established a breakthrough in terms of miniaturization that would allow them to place a nuclear warhead on one of their missiles.
